Just catching up on this episode. One reason that did strike me as to why the Byzantines fielded smaller armies is that they were much more cavalry focused than the “traditional” Roman Army (which you touched on in your episode). As Luttwak points out in “The Grand Strategy of the Byzantine Empire” these cavalry soldiers would have needed to be trained up from a very young age and it was resource intensive (i imagine much more than large infantry field armies), therefore there were naturally many less of them.
